Many options exist to do this on the PC. A company called hauppauge makes some great TV tuners for PCs and MAC that also support this sort of video recording like your doing.
However the toy that they make that will blow your mind is the hauppauge HD PVR. That can take High-Definition video and make real-time H.264 compressed recordings at resolutions up to 1080i. HD-PVR records component video (YCrCb) from cable TV and satellite set top boxes, with a built-in IR blaster to automatically change TV channels for scheduled recordings. Audio is recorded using AAC or Dolby Digital. I have been using one for a while and I have to say the quality is amazing.
